Blue's Birthday Adventure is packaged on two CD-ROMs, each containing two scenarios themed around Steve preparing for Blue's birthday party. Before play, the player enters their name, date of birth, and favorite color. Players control Steve, who breaks the fourth wall by speaking directly to them. The game shares many similarities with the television series, including Steve as a live-action character in a two-dimensional paper-cutout house, and Blue communicating by leaving blue paw prints in pertinent locations. Once a scenario is selected, the player helps Steve complete it by solving three problems, guiding him through the house to locate clues marked by blue paw prints. Players interact with characters and provide items they require. Each clue results in a task, and after all clues are found and tasks completed, the player helps Steve perform a song, such as the Blue's Clues theme tune.
